Founder's Letter

Entrepreneurs can often receive free mentorship for starting or scaling a business from various community resources such as the SBA or SCORE. However, these non-profit or governement organizations lack the ability and sometimes the capacity to implement any of the advise given. In many cases, the entrepreneur must build a team to help them move their business ideas along.  According to the SBA, the most common reasons small businesses fail include a lack of capital or funding, retaining an inadequate management team, a faulty infrastructure or business model, and unsuccessful marketing initiatives.

ZERU Center can help entrepreneurs overcome the most common reasons small businesses fail. It is impossible to gurantee the success of business ventures due to high levels of uncertain. However, the center can work with entrepreneurs who are willing to research, plan, organize and evolve their ideas.

ZERU Center uses Meta products as primary marketing tool for promoting brands, however, other tactics such a print, mobile, and loyalty programs have their place in improving the branding and sales effort of the business. 

Agile Project Management

Agile is an highly effective tool for business development, especially service-driven offerings. Many of its principles and processes have been used successfully other companies. After all, most business development involves only incremental changes (marketing, finance or operation strategies). You don’t need a lot of thought around these improvements. Just put together two rough alternatives and try them out in the real world, where you’ll get vital feedback.

Understanding what needs to get done is often a challenge for any new business venture. Entrepreneurs must develop a scope business roadmap and not just a product/service roadmap. The center has a number of templates, such as business plans and resources that can be used by entrepreneurs to bootstrap their ideas then scale.

Productivity relies on good project management to get things done.  Some entrepreneurs lack a team hence they can't really get anything done. Under New York law, business entities formed or registered with the Secretary of State may designate a registered agent for service of process. The entity may designate an individual or a corporation or LLC.

ZERU Center maintains a physical address in New York. This is where the registered agent receives service of process and official documents on behalf of  your business. As a member, you can apply to have us as your registered agent in New York using the center's official business address. 

ZERU Center will assist you in any business contracts, employment agreements, trademark or intellectual property handlings and to ensure that members are in regulatory compliance with State and Federal requirements.

About our Fees

ZERU Center will charge the following fees to provide services to a member.

  • Customer financing allows members to enroll in an affordable payment plan, rather than paying the entire price of an expensive business development project upfront. Our Minority & Women Owned Brands

About minority owned businesses

Ownership by minority individuals means the business is at least 51% owned by such individuals or, in the case of a publicly owned business, at least 51% of the stock is owned by one or more such individuals (i.e. the management and daily operations are controlled by those minority group members.)

NMSDC certification

For businesses seeking MWBE certification, the organization offers a relatively easy process to apply. The center will go through the following steps:

  • Review the certification criteria to make sure the business qualifies. These criteria include that business owners must be U.S. citizens, the business must be located in the U.S., and the business must be at least 51% minority-owned operated and controlled.
  • Gather required documentation including certificate of incorporation, articles of incorporation, stock certificates, stock ledger, bylaws (executed and attested), and amendments (if applicable).
  • Complete the online application, which must be completed on the website of the regional MWBE affiliate closest to your business headquarters. 
  • Pay the application fee, which must be paid online via credit card.
  • Upload all required documentation needed to finish the application.
  • Schedule a site visit and interview, which will be performed by an Innovation Consultant at Zeru Center.

The certification process can take up to 90 days to complete. Once a business has sent in all application materials, it will be reviewed by the Certification Group. If the Group approves the application, it will be submitted to the Group's Board for final approval. If the Board rejects the application, a business can submit a letter appealing the ruling that addresses concerns. If it approves the application, you will receive a notice via email.

Federal and local certifications

On top of the NMSDC certification, a minority-owned business may also seek out certification from other entities, such as the Small Business Administration (SBA) or individual cities and states in which they are located.

Specifically, the SBA offers a certification called 8(a). Businesses with 8(a) certification are eligible to win federal contracts that are reserved for “small disadvantaged businesses.” The federal government has a goal of awarding at least five percent of contracting dollars for business with 8(a) designation. While 8(a) businesses do not necessarily need to be minority-owned businesses, all companies with 51% minority ownership are likely eligible according to federal regulations.

When it comes to states, New York is an example of one that has its own Minority Business Enterprise (MBE) certification process. Once certified in New York, minority-owned businesses can win contracts from state agencies, boards and commissions. The state has a goal of awarding a number of contracts to MBEs. Many other states have these types of certifications as well.

Finally, when it comes to city-level certification, Chicago is a prime example. Chicago has its own Minority and Women-Owned Business (M/WBE) Certification Program. Approved certifications are valid for five years and businesses that are approved have access to bid on large city contracts. Other cities such as Austin, Houston, Indianapolis, Memphis, and New York City offer similar certification programs.

The Small Business Act, as amended by Public Laws 95-507 and 100-507, created the Office of Small and Disadvantaged Business Utilization (OSDBU). By statute, every Federal agency is required to have an OSDBU, which reports directly to the head of the agency. The primary responsibility of the OSDBU is to ensure the fair treatment of small businesses, small disadvantaged businesses and women-owned businesses and to ensure they have an opportunity to compete and win a fair amount of the agency's contract dollars.

Starting a Small Business

The Small Business Administration’s Office of Advocacy defines a small business for research purposes as “an independent business having fewer than 500 employees.” Additionally, SBA has established size standards that define whether a business entity is small and, thus, eligible for government programs and preferences reserved for “small business” concerns. Size standards have been established for types of economic activity, or industry, generally under the North American Industry Classification System (NAICS).

In New York State, the definition of a small business for the purposes of Chapter 15 Economic development law, S 131 (Article 4-B Division for Small Business), “a small business shall be deemed to be one which is resident in this state, independently owned and operated, not dominant in its field and employs one hundred or less persons.”  The State utilizes this definition to determine eligibility for the Small Business Environmental Ombudsman (SBEO) program, the annual New York State Small Business Awards, and other services or programs.

What is the difference between seed, growth and early stage businesses?


Seed or start-up companies are very early stage and pre-revenue. They are likely to be raising funds to develop an idea, product or concept. Investing in a seed company can be risky as they have a much higher chance of failure.

Early stage

Early stage businesses generally have a tested prototype or service model and have developed a business plan. The company may be generating early stage revenue but might not be profitable yet.
